FORMS AND METHODS OF FORMING THE LEGAL CULTURE OF STUDENTS IN UKRAINIAN HIGHER EDUCATIONAL INSTITUTIONS AT THE END OF THE 20TH – BEGINNING OF THE 21ST CENTURY

The author of this article describes the forms and methods of forming the legal culture of students in Ukrainian higher education institutions at the end of the 20th – beginning of the 21st century.
In the process of research, it was stated that the need to form the legal culture of modern youth is declared in many international documents, which actualized the need for Ukrainian legislation to comply with the principles of international policy in this area. It is substantiated that today it is necessary to direct efforts to overcome the contradictions between the requirements of state documents and the insufficiently effective implementation of their provisions in practice.
A number of negative manifestations and problems have been identified that hinder the effective formation of the legal culture of both Ukrainian society as a whole and each of its representatives in particular. It was stated that in order to overcome them, it is necessary to develop a comprehensive system of measures aimed at improving the legal culture of students, forming in young people clear value guidelines, a high degree of legal awareness, and, accordingly, a sense of responsibility for each decision made, which in general becomes the basis for the successful development of Ukrainian society.
It is noted that the legal education of students in higher education institutions should be based on the following principles: humanism; universal human values and the idea of building a civil society; the principles of the Constitution of Ukraine; pluralism of ideologies of political parties and public organizations; philosophical and religious public consciousness; the interconnection and coherence of legal education with modern state-building processes in Ukraine; national orientation and patriotism.
In order to effectively form the legal culture of students within the educational process of higher education institutions, it is advisable to introduce mandatory and selective educational components of the general and professional training cycle into educational and professional programs. Among the forms of organizing the educational process, it is advisable to organize guest lectures, round tables, debates, discussions. In addition, it is advisable to actively involve students in informal education in the format of taking online courses on various educational platforms, as well as to encourage higher education applicants to form a legal culture within the framework of self-education.
